Zoom lenses usually are not fully sealed, and the action of zooming moves
element groups in a way that draws in and out air, and also anything that
might be in that air... I suppose the hair might be drawn in if the lens
were zoomed while unmounted, and then it migrated around during further
use... It can probably be cleaned out, but I suspect the lens will need to
be disassembled to get at it properly.

Probably can be corrected, under the rubber grip on the focus ring there are
some screws. Perhaps these have loosened slightly. As this is all outside
the lens it would be easier to fix. The rubber ring is usually glued on with
rubber cement type glue, a small screwdriver inserted under the edges will
lift and loosen the rubber.

The fixes shouldn't cost too much... if the seller will give you some
partial refund that might be easier than trying to find the lenses all over
again...
