For the purpose of copying artwork for web display, it is absolutely the job
of a digital camera. For that budget you will not get decent equipment for
scanning, photography and lighting. With a DC you can use almost any light
source and lock the white balance to get a accurate color picture, most
important you can use trial and error without any cost. Use film you need
slide not negative for copying otherwise you will get crazy to try to match
the color. You also need an expensive scanner to provide you good color
accuracy, IMO it is a complicate job for experience user only.
