Did you try fresh batteries?
The rewind button stays down and the sprocket freewheels until the
shutter is wound, so they are secondary symptoms simply caused by being
unable to wind the shutter.
If the batteries can't operate the mirror and shutter, the camera seems
jammed. Of course, it may really be jammed, just a thought.

I bought my son an OM-PC to keep him from my OM-2n, and with the
second roll of film he tried to put in it, he jammed it. The rewind
button is down, the shutter won't cock or fire and the sprocket in the
film chamber freewheels. I've taken off the baseplate to see if
there's anything I could jiggle to get it to release, but nothing
jumps out at me. Can any of you give me any suggestions as to what to
do, or is it time to send the camera to John H.?
