- The capital of The Netherlands is Amsterdam (but the Government is in The
Hague, and Amsterdam isn't the capital of a province)
- The Netherlands is mostly at the east of the Northsea (the sea between
Great Britain (England, Scotland, Wales, Northern Ireland) and the
Netherlands)

I thought the definition of capital was where the government is.
Certainly the Latin root for head would imply that.
