I believe it does as long as the on/off dial is set to on. You can get the led
display to come on by flipping the on/off dial to battery check and then back
to the on position.

The little flex board under the button is probably cracked where is wraps down
around the top cover. If you're good with a soldering iron, it's possible to
solder a small wire over the cracked portion.
