I don't know who started it, but it's been that way almost since
the beginning of eBay. Looking in my own feedback history, I see
quite a few A+ and A++ in 2000, growing use of multiple !!!! by
late 2000, and the first AAA+++ is in November of 2000, though
that's just in my own feedback and it might have started sooner.
Personally I try to leave more meaningful feedback, saying
whether the goods were in the condition described in the ad,
shipping was prompt, etc.
