Elements has indeed replaced PS LE. The faq on Elements at Adobe's web site
compares the various image-editing programs that they market:

One feature missing on 5LE that I find necessary is the ability to make
duotones from black and white images. I suspect that Elements lacks this
feature also, but I could not find a side by side comparison of all of the
Adobe products that used to be on the site.
You can download a trial version of both Elements and PS6 from their site if
you want to go ahead and try them out. The full PS package has a steep
learning curve, though.
OM content - I've been working through a lot of my old Tri-X negatives with
PS 6. Even those shot with my 75-150 Zuiko look pretty good, at least when
I held it steady. I favor olive tones like PANTONE 3995 CVC for the duotone
ink.
