Ye Gods, man! You don't know about Photo-Flo? Great stuff, sold by Kodak.
The Ilford equivalent is called "Ilfotol." It's a wetting agent, which you add
in *very* small quantities to the last change of rinse water just before you
remove the film from the tank and hang it to dry. It reduces the surface
tension of the water dramatically, which allows for more uniform sheeting and
drying of the film, reducing water spotting. Coupled with wiping down, your
films can be pretty pristine once dried.
