Yup, this is the usual problem with the 135mm lenses, at least early examples
of both the 2.8 and the 3.5 versions. One way to fix it is with glue. According
to those who know, the proper fix is to drill a small hole where that broken
piece of plastic is, and put in a small screw. Both John Hermanson of Camtech,
and Clint Rumbo of Photosphere can do it for you if you don't want to try it
yourself.
