Dave -
I suspect the NEUTRAL is the same as the UV - but as most film by the time
of the change probably had built-in UV absorbing layers, they may well have
decided it was no longer needed on the lens and put in a filter of 'white'
glass and called it neutral. Since the lens is designed optically to take
account of a built-in filter, there needs to be some glass there. I have
never seen any information that addresses this directly.
The changes in filter ring nomenclature appear to coincide with the change
to a multi-coated lens - I have not seen any multi-coated examples that did
not have the 'NEUTRAL' position.
