Now, I think I may have an answer for you here! Some years back I was waiting in a queue of people in our local Photoshop when a lady was complaining of this very same thing. The assistant explained to here that she had PROBABLY DROPPED THE FILM SOMETIME BEFORE IT WAS PROCESSED, AND THAT WAS WHY IT WAS BLURRED!!!! So, there you go.
