I once had that problem - it was a new (to me) zoom lens where the lever
that connects to the iris blades was too long and scraped against the body
and so interfered with the stop-down operation of the camera. Look for a
scratch in the matt black paint on the body behind the lens mount where it's
been binding.
You could cut or file it down - I just took the lens back and exchanged it
for one that behaved.
