To back up John's comments, I've seen poorly cemented circular polarizers in
which there is a haze between the elements that cannot be removed. In such
cases it would be better to use a linear polarizer and calculate the filter
factor when necessary. But a good quality circular polarizer doesn't cost
much more than a good quality linear now.

Even if there's no air between them, it's still another interface (albeit
much less likely to cause the problems an air-glass interface can)...
