I have an old Velbon that works in possibly a similar fashion. The
center column pivots from vertical to horizontal to allow it's use as a
copy stand or for any other case where you want to have the lens
vertical. The center column rack then provides a way to setup framing
in one axis anyway. It's not the most stable thing in the world, but it
works OK overall.
