The tap you describe is a taper tap. There is also an intermediate (rare)
and a plug tap. The plug will tap to about 1mm (note the metric!) from the
bottom of the hole.

I've considered that, but the hole is extremely short -- most taps
have a long tapered end that requires at least a cm or so of relief.
(At least mine do.)
I'm going to try your idea of carefully deepening the hole before tapping
it.
