I believe that Costa Rica manages without even an army - at least Jose
Ramos Horta was promoting their system as a model for East Timor last time
I saw him speak.

Not in rural areas, perhaps - but certainly in urban areas. Also, even
before the banning of automatic and semi-auto rifles and shotguns it would
have been remarkable to see assault weapons and handguns are rare.
