According to the UK's HM Customs, www.hmce.gov.uk/notices/143.htm,
declaring the contents of a package as a gift makes not the slightest
difference as to whether, or how much, duty or VAT is charged on imports.
Outgoing green label customs declarations have a box to tick if the contents
are a gift though, so presumably it makes a difference in other countries.
