I got my OM4 to display almost exactly the same symptoms you describe - by 
removing the lens.

Have you checked the spot metering reset button, the little black button 
inset in the face of the lens mount flange?  Does this switch look intact 
and sit proud of the flange when a lens is removed?  If not, it might be 
the problem.  Try pushing it in with something and see if the spot meter 
then works.  Perhaps the switch is intact and the contacts inside are 
corroded or some such.

This switch can be sheared off by some third party lenses which have four 
screws securing the mount, instead of three, as on Zuikos.
