This is only true for airctaft that do not fall under the US Federal
Aviation Regulations. Any civilian aircraft being operated in the US, and
any US-registered aircraft operating anywhere in the world, falls under the
US FARs, and part 121 of those regulations prohibits passengers in the
cockpit while the aircraft is being operated - from taxi, to takeoff, to
landing, to parking at the destination.
