I true ball head (not a miniball) has a pan stage built in.

I've had both, and would recommend a ball head for 800f the uses I
put a tripod to. However, my particular ball head (Bogen 3265) can
sometimes be just a bit whippy with extremely long focal lenghs (i.e.
>600), and obviously isn't as easy to do a level pan with. But its much smoother
and easy toworkwith for most applications.
