It is supposed to mean that on a bright sunny day you can shoot at f16 @ 1
/ film's ISO number [or any combination of matching f stops and shutter
speeds] and have a properly exposed photo.
My experience is that this rule gives about a half stop of under exposure
which is not significant with print film but is a material consideration
for slides.
