It actually means: "The cat (it) scratches the curls from the stairs".
So it's totally nonsence, but the point is that it's a (child's) play of
words.
You're supposed to repeat it over and over, as fast as you can, which is
very difficult because it's a real 'tongue breaker'.
Btw, 'de' is pronounced similar to 'the' in 'the car';
the a's in 'kat', 'krabt', 'van' and 'trap' are all pronounced as short a's
like in 'laugh' or 'car';
finally, "die" is pronounced like 'the' in 'the ocean', so with an 'ee'
sound.
So, now *you* try it ;-)
