A stealth camera? Well, one of the most famous high quality stealth cameras
is the Konika Hexar Black, with its famous Silent Mode. It lets you shoot in
the theatre from the front row, and even your neighbour can't hear you. It
does not meet all of your demands, however.

:  1  It needs to be a point and shoot auto focus with a wide angle
:  lens [perhaps 21 or 24 or 28.]

The Hexar has a 35mm/F2 AF lens with manual override. With 'lomographic'
hip-shots this needs more luck and practice, but can be done.

:  2  It needs to be able to completely shut off flash (or maybe not
:  even have any flash) - so the flash can't accidentally go off.

The flash is detachable (and exchangeable by other flash units) and when
attached must be explicitely be switched on.

:  3  It needs to have a built in winder.

It does; when Silent Mode is active, you don't even hear it rewinding.

:  3. The shutter and winder need to be relatively quiet.

AFAIK no camera beats the Hexar in its Silent Mode.

:  4. It needs to use electronic remote shutter cord.
:  5. The camera needs to have a neck strap so it can be worn around the
neck
: and the remote cord attached to the camera then up camera strap and then
down
: to a pocket.....

It has a neck strap, but no remote cord options. However, since people will
only be aware you are shooting when they either see you holding the camera
in front of your eyes or hear the noise of the shutter, mirror or motor you
an operate it with one hand on the shutter.

:  With a camera like this, I can take street shots without causing
:  attention

Well this is what the Hexar was designed for. It gives you three exposure
modes (program with aperture biassing, aperture preferred AE and manual with
spot metering. A very high quality lens. Weak points are the tiny controls
(the aperture knob is fortunately big), the shortest shutter speed of 1/250
sec. and its system flash that has a GN of only 14m.

What country are you visiting anyway? Somewhere in the middle east?
