I assume that airport x-ray scanning in the US is subject to federal
regulation. If this is so why should it be presumed that FedEx could avoid
scanning its cargo whereas cargo travelling on commercial passenger services
would be scanned. If scanning is a routine to ensure airline and air
transportation safety, regardless of whether the plane carries passengers or
not, what franchise does FedEx have to avoid what is or is said to be a
safety feature of commercial passenger air  transportation?
