You have this backwards. Angle of view increases quite rapidly as you
decrease the focal length. To put it another way, a 1mm change has
almost no effect on angle of view at 100mm, but it's significant at
20mm. This is why Olmympus makes 18, 21, and 24mm lenses, but does not
make 100, 103, and 106mm lenses.
Although the "sunny 16" rule will get you close to the correct Moon
exposure, you really need another stop or so. The surface of the Moon as
almost as dark as asphalt. If you look at the color slides taken by our
astronauts, the surface _looks_ relatively light, but the highlights
(eg, the space suits) are on the verge of burning out.
