I read the same as you on using Velvia @ 40 asa. For some reason I think it
was when Velvia first came out, but has since been changed. I shoot it at 50
asa and have been satisfied. Although, I must admit, seeing a 1/3 difference
in exposure in not really clear for me on the light table. I figure, if Fuji
says 50 asa, why question it.
