Fuji have some info on this on their web site.

(As far as I can tell, it's the only piece of actual information on
their entire web site.   The rest of it is content-free marketing
hyperbole).

The idea of rating velvia at ISO40 (i.e. overexposing it) is that in
some cases it is *too* saturated, so it's deliberately overexposed 
to tone down the "disneychrome" effect...
