Only if the line that holds the balloon breaks in two.
I wasn't planning to let the thing fly away....
A kite would do for serving the purpose as well, but the movements of
that, particularly near the ground, are less predictable. I have opted
for the balloon to avoid bumping.
BTW, the sounding weather balloons when coming down do have a small
parachute to break their speed, more for protection of the people on
the ground than for protecting the equipment hanging under the
balloon.
