All OM-1 meter needles will move WITHOUT BATTERIES when you set the ss dial
to B and open the lens up. This pulls the movement to the extremes of its
mechanical travel.
You could have an open meter winding, broken ground, corroded battery wire
or a combination of these mixed in with tampering.
