Category "exces ... inferieur a 5 km/h" is "less than 5 over", so I
think out of kindness they knocked the 7-over down to 2-over to hit you
with a smaller penalty. Another gift!

Average speed"? Seems that is within the error margin of the radar and
my speedometer.
