Can't say if this one is a scam or not, but there's no shortage of vendors
offering MS software and operating systems for far less than list price. It
follows a court decision that MS cannot restrict vendors' ability to sell
licence keys bought from MS in bulk.

It looks like a scam. After you pay you get a download link. Probably that link
leads to ransomware. I would stay away. Far away.
