There are possibilities.
Shot through glass, probably thickish, so that the angle through the glass increased dramatically with deviation from
straight ahead. Bright light from the left leading to lens flare and/or reflection from the glass. You can see
reflections in the glass of things behind the camera, esp. the large, rectangular ones.
Some interesting things can be done without editing effects. This is a "straight

If I were trying to create something similar, only as to the movement/smearing, I would take multiple shots, with
varying amounts of camera movement, pick the one I like, put it in a layer over the still one and merge them using a
graduated layer mask.
That would not be difficult.
