They have pre-clearance at Shannon and I'd imagine that it could be
quicker. They do pre-clearance at Shannon on the British Airways
London City to JFK flight during a refuelling stop. There are a
maximum of 32 passengers on that plane though, not the typical 300+
on a 767 or A330. At Dublin, all the US bound flights leave around
the same time of day, which adds to the queues.
I haven't used Shannon in years. There are a lot less flights from
there since the Irish government dropped the "Shannon stopover". This
forced all flights to/from the USA to stop at Shannon in one
direction, so typically they would fly Dublin-JFK-Shannon-Dublin or
that route in reverse.
The last time I flew from Shannon to the USA was with Jordanian. The
Amman to Chicago flight stopped at Shannon for refuelling in those
days and you could book just to fly the Shannon-Chicago leg. Not a
lot of custom - only four passengers boarding on one flight I was on.
There was a special bonus if you knew about it. At the check-in desk
you could ask if a "last minute upgrade" was available. If it was you
could upgrade from Economy to First for US$300, but you had to pay in
dollars and it had to be in cash. The nice ladies in the Shannon
office of Jordanian would tell you a few days in advance how full
first class was so you could be sure of getting the upgrade.
