[OM] Ideas on cleaning up picture?

Does anyone have any suggestions on using Photoshop to clean up 
pictures like this -

It was taken with an i-phone through a very smeared window. What I 
effectively need to do is to remove the window. I have Photoshop 
Elements and the "auto smart  fix" certainly helps, but not enough.
