I was at my local post office last week sending a small international
package and the lady in the PO said she would "..use up some of these old
stamps we have here" - the package was almost covered apart from the address
label.

Back when Bob was still selling prints, I received one from him. He would
package them up and take them to the tiny, quiet post office in his tiny
town, pay his money and leave. The post-person there would plaster the
package with stamps from whatever series were current at the time and send
it on.
Art? Meditation? Hobby? A way to sell stamps foisted off on the little PO by
an uncaring PO bureaucracy, that would otherwise just sit around?
Fun to receive.
