I saw that one (1999) during a trip to Israel. I have no idea whether it
was visible in Belgium (where I was living at the time). It was OK but not
something I would drive 16 hours to see. To each his own, I guess.

and as other here said, even seeing
99.9% is not remotely comparable to the full totality. I bet that if you
see one total eclipse you'll enjoy it.
