I would say that the first was a gerund (verb-as-noun), the second an adjective
made from a noun – a gerundive. But Wikipedia has an article that denies the
existence of the gerundive in English, for the most part.

I remember still the first lesson on Gerunds and Gerundives in Latin, more than
50 years ago – not the content of the lesson, but the title on the next page in
our Latin textbook :-)
