In the USA, this has been the case, but I do understand they have lowered
their charges to the merchant to an amount to suit high volume retailers.

I don't think so Nathan, from what I understand AMEX has significantly
higher charges to the merchant (in Oz at least) than Visa or Mastercard and
far fewer customers using AMEX here, as a result many merchants don't accept
AMEX and those that do generally apply a surcharge to cover their extra
costs. The merchants that do accept AMEX but don't apply a surcharge seem
to be the larger businesses and I guess they have higher margins to cover
the extra cost or maybe have struck a better deal with AMEX.
