Some part of most of them is in focus, just not the part one would expect and

I don't think so. Cell phone cameras have great depth of field (and pretty clever AF with face recognition), whereas
these mostly have a narrow, misplaced focal plane. You'd have to use an app that allows touch AF and/or a post exposure
app that does fake shallow DoF (they do exist) and do it on purpose. More like Artsy-Fartsy gone bad.
