I could easily be wrong, but I think eBay frowns on seller-handled offers to
losing bidders. I believe if you report the non-payment, eBay will make the
offer for you, so that the company gets its cut. Of course it already is going
to bill you for the sale with non-payment. I dunno. I seem to recall being in
the middle of one of these things a long time ago. Your second and third
bidders may not be responding because they smell a (non-existent) scam.
