This is true of gasoline, as well. The reasons are simple and well known. As the match falls into the liquid and/or the
heavier than air fumes above it, there is no oxygen and the flame is extinguished.
It's the enclosure in a bucket that causes the result. Pour it out on the ground (or tarmac) where the fumes mix with
air, and the result is different.
