Might be a combination of several things.
1. The blade tip design that is used on the 100 series DHC-6 is
quieter at lower RPM settings than when they've got the RPMs set to
maximum for departure and approach.
2. The intakes are HUGE on those PT6A-20 engine nacelles. While not
nearly as brutal as a Garrett engine design, combined with a poor
nacelle design, the compressor section can be heard every which way.
3. The exhaust pipes come out the side with very little rearward
redirection and an almost unblocked acoustical "view" of the turbine
blades in the power section.
