Are the
horizontal lines in the bokeh in the second one just some kind
of
artifact of the horizontal boards that you can plainly see in the
first one?
I usually like the OOF areas of the Noctilux but not this
time!

As far as I can tell the lens
has, unavoidably, picked up just a tiny bit of the out-of-focus
horizontal boards
at the rear of the picture.
Not a fault of the
lens.
Remedy (unless you wish to edit out these faint lines) is to
alter your background by changing the camera position / angle.
My 2
cents' worth.
