60 DVDs is probably less than 300GB of storage or one small 2.5" hard
drive. I just bought 3 320GB drives on sale for USD 52.48 for all 3.
These are older SATA 2 drives (3Gb/sec). They're not speed demons but
are still much faster than DVDs and very inexpensive. They're cheap
enough that you can have multiple copies and even keep one copy stored
at a friend or relative's house in case of fire or flood at your place.
I just visited my daughter and family who live about 3-1/2 hours drive
away. When I go there or they come here we exchange backup drives so
that we each have off-site storage of one copy. I store the drives in
colorful plastic cases that I buy on ebay. I have 4 computers (2
desktops and 2 laptops) all backed up this way.
You just need a USB drive dock to write the drives. Make sure the dock
is USB 3. If your computer has USB 3 backing up will be very fast. If
the computer isn't USB 3 maybe it will be in the future.

My situation is similar as you. My ISP provides slow speed for my living
area since the connection by phone line only, not lan cable or fiber optic
cable. I have more than 60 DVDs photos backup, it will be a great project
for uploading .............. I think I cannot take the advantage of the
cloud storage too:-(
