It seems that there are such sellers on every beach with tourists in the world. I have similar images from Mexico.
There, one must be citizen and have a license that costs several hundred dollars per year to sell stuff on the beach
without risking arrest.
This reminds me of another sort of hat seller in a very different place. This woman at a huge street fair in Brooklyn is
at least 6' 6", say about 200 cm, tall, towering over the crowds. And she is really selling a lot of hats, of many
