Well, that's because I missed that one.
I've never seen concrete ties that badly deteriorated. They haven't been
around long enough unless, like a lot of the concrete you see in
construction projects in that part of the world, it's very low-grade
concrete to start with.
And those rails definitely look abandoned.

It's especially puzzling why the ties were replaced since the rail shows that
