I agree with Chris. I would also add that, if the cat was going up, the
edges of the "treads" would represent a tripping hazard for someone
going down. (they woulnd't be treads in this case)

I say going up. I can see it both ways, though.
It's going down. The stair steps show that you are looking at the edge
of the treads, and the distant background appears to be an overexposed tree.
