Correct Dan. This seller is using the system that you describe and collecting
all fees up front. Lots of items I have "imported" previously have escaped
customs intact. These items would attract at least $120:00
premium....regardless of whether they are inspected or not :-(>
Also when we were in the States we took out 2 bags as luggage, with a North
Face duffel folded inside on of the bags for "goodies" for our return. It cost
us $100:00 but was well worthwhile. there would have been space for the bellows
setup inside and it would have saved us $150:00+ postage and duty. That could
have made the purchase worthwhile.but it's all conjecture now. :-O>

It sounds like you have your wires a little crossed over the precharging of
import duties issue on eBay. I believe you are describing the eBay Global
Shipping Program for sellers in the US that was rolled out recently. Sellers
that enroll in this service ship international orders to a US address for
consolidated freight forwarding to the international destination. The service
that eBay have setup elects to collect all the fees from the recipient ahead of
time regardless of if the package would actually gets inspected and charged if
mailed through the USPS. Since its not a mandatory service (currently) you will
find that some sellers are using it and other are not. Unfortunately there is
no way to know until you find an item if the seller is using the service.
