Whqt I used to run on XP would meet your requirements but I can't
remember what it was called. If you email me a reminder next Sunday or
Monday when I'm back home I'll see if I can find it on the old XP boot disk.

There are three instances of W32Time.dll, and there is "Date and Time" in
the control panel, but I'm not certain if it's working. The NISTime.exe takes a bit of
getting used to (do NOT set it to run in background), but I would like to find something
a bit more flexible that will automatically run on startup.
I'm going to look through the links on NIST and see what's available out
there later on.
