The buy it now feature has never been disabled. I've used it as a buyer and
seller in the last 24 hours.
It is true that eBay want to shift from core auction sales to fixed price only
and have incentivized the sellers to this end with lower fees for fixed price
sales.
I have personally never experienced the kind of problems you are describing
with the bidding or messaging systems.
